Oversights No tricks, just my own oversight of the obvious + eagerness & jumping the gun- I'll eat some humble pie now ; )
Ilona Roberts Nov 27, 2009:
this is the link I incidentally took the reference from (for details, check the Romanian Labour Code...)
http://cariere.acasa.ro/articole/4928-somajul-tehnic-masura-...

it is not a question of liking or disliking an answer, but a matter of what the legal situation of the workers is in the said factory
A Word For I (X) Nov 27, 2009:
@ Denes I like this answer. Can you post a link with this phrase from the labor law you cite?

partial idleness

WHEELING, W. Va., Oct. 17. -- The Belmont Nail Works, a part of the Wheeling Iron and Steel Company, started up yesterday after an idleness of five months, and a partial idleness of a year. This will give employment to over 500 men. [ END OF FIRST PARAGRAPH ]

As he moved north the situation did not improve. While describing Sheffield he speaks again of total or partial idleness, resulting in an unemployed list of 50,000 hands11. In Scotland the situation is similar with "...few works are doing even half capacity output whilst many are totally idle."12 The causes were the same as in Australia13.

În orice caz, prin "partial idleness" nu se înţelege obligatoriu acel procent de 75% prevăzut de legeea românească. Mă gândesc că soluţia ar fi o explicaţie suplimentară, eventual în paranteză.
Peer comment(s):

disagree mihaela. : "idle" inseamna stagnare, "to pass time doing nothing" iar "unemployed" in sensul de "idle" inseamna neimplicat, nu somaj tehnic

in somaj tehnic, exact asta face omul! sta 1 sapt. pe luna acasa, doing nothing.

(temporary) paid leave (on account of contract suspension)

indiferent de motiv (si chiar in cazul in care contractul colectiv de munca se suspenda temporar, cu plata unei parti din salariu)

ATENTIE:

technical training

or technical orientation, or something of a related nature

This is likely a calque from the French verb sommer - to command s.o. to do something, and its legal correlate of serving summons on someone to appear in court.

Also - soma - v. tr. 1) to summon, 2) to challenge < Levitchi, Romanian-English Dictionary

Something related but in a somewhat different vein - the idea of a sort of checking in advance of commencing work -

The name ‘Somage’ came from Ben’s experience working in the prestigious Connaught restaurant in Mayfair, London. The literal translation of Somage is ‘to check’, a term used by waiting staff when requesting the attention of the chef to commence preparation of a meal...

furlough/work furlough -

a term that is constantly in the news these days due to the lingering global economic downturn. The meaning of the word seems to be evolving with the times too - continuous, intermittent, forced furlough, etc. This term may apply depending on the circumstances of the workers, and your target audience of course.

http://www.ehow.com/how_4948102_prepare-work-furlough.html

a policy of *work furlough*, instead of layoffs or downsizing. All employees can be subject to a furlough which is a temporary non-duty, non-pay status. The furlough could be for a certain period of time or be intermittent to reduce employee financial hardship ... With continual layoffs looming, over three million in the last six months, there has been a turn to a furlough policy by many companies to keep their well trained employees. Employees should find out the specifics of the furlough policy for their company.

• Will the intermittent nature of the furlough have an adverse impact on employee benefits?
• Will the employee health coverage stay in effect during the furlough period?
• Will employees be responsible for their normal contributions?
• Will vacation accrual and sick leave continue at their current levels?
• Can an employee use their vacation time to help offset the financial strain the furlough will create?
• Which employees will be furloughed?
• Is the furlough duration intermittent or continuous?
• Can an employee request a certain time frame to be furloughed?
• What happens when the furlough period ends?

Knowing what may happen allows you to plan for the change in income and benefits.

Is ‘Furlough’ the Same as ‘Laid Off’ for Unemployment Benefits

Depending on the State you live in and the amount of hours you have worked you may be able to file a claim to receive unemployment benefits during your furlough. Unemployment-Benefits.org (http://www.unemployment-benefits.org/default.aspx) is not a government agency. It aims to help unemployed individuals get their questions answered and provides direct links to every State’s unemployment web page

TAMPA - The public lexicon is changing as the economic downturn lingers.

Phrases such as "stimulus package," "bankruptcy cram-down" and "mortgage modification" weren't in vogue a year ago. And now there's another newly familiar phrase: "forced furlough."

"This is the first time we have even heard the word furlough," said Yvonne Lyons, executive director of the union that represents Hillsborough County teachers.

The county's school district is considering forcing teachers to take a two-day furlough this year to save money.

Union Accepts Furloughs at California Universities

By THE ASSOCIATED PRESS
Published: July 25, 2009

SAN FRANCISCO (AP) — A union that represents 22,000 faculty members at California State University has agreed to two furlough days a month to help close a huge budget deficit at the 23-campus system, officials said Friday.

Furloughs planned for University of California

The massive deficit reflects the hit California's economy has taken during the recession and from rising unemployment....

To cut state spending, Schwarzenegger has imposed three furlough days for a range of state employees. Under Yudof's plan, the UC System would follow with a tiered furlough schedule with its highest-paid employees subject to 26 furlough days, equivalent to a pay cut of 10 percent.

The university system's lowest paid employees would take 11 furlough days, which equals a 4 percent pay cut.

----

Furloughs have been taking place for quite some time of course and in ever greater numbers nationwide here in both the private and public sectors.

The California State University and the University of California, the largest higher education systems in the world have adopted various intermittent, forced work furlough policies imposed on both academic and non-academic staff (in addition to layoffs, budget cuts, etc). The California Community College system, also the largest in the world, avoided furloughs with other measures for the time being. State employees have been dealt the same hand - furloughs. It's the same across the country.

Unfortunately, this is a common situation around the world now, no matter what it is called.

disagree Maria Diaconu : şomaj means "unemployment", and comes from the French noun "chômage" - nothing to do with "sommer"

COVID-19 pandemic
In 2020, in response to the COVID-19 pandemic, Her Majesty's Government introduced what was described as a "furlough" programme to support employers and workers.[17] For many years the term "furlough" had been very little known in the United Kingdom,[18] and many HR managers were not acquainted with the US "furlough" system.[19] Formally named the Coronavirus Job Retention Scheme, it funds businesses to continue paying 80% of employees' salary for those that would otherwise have been made unemployed.[20]
