În orice caz, prin "partial idleness" nu se înţelege obligatoriu acel procent de 75% prevăzut de legeea românească. Mă gândesc că soluţia ar fi o explicaţie suplimentară, eventual în paranteză.

Somajul tehnic a fost pana de curand o notiune prevazuta in Codul muncii. Dupa schimbarile din lege insa, termenul de "somaj tehnic'' nu mai exista, iar locul lui a fost luat de termenii "suspendarea contractului de munca" sau "intreruperea temporara a contractului de munca".

a term that is constantly in the news these days due to the lingering global economic downturn. The meaning of the word seems to be evolving with the times too - continuous, intermittent, forced furlough, etc. This term may apply depending on the circumstances of the workers, and your target audience of course.

Furloughs have been taking place for quite some time of course and in ever greater numbers nationwide here in both the private and public sectors.
The California State University and the University of California, the largest higher education systems in the world have adopted various intermittent, forced work furlough policies imposed on both academic and non-academic staff (in addition to layoffs, budget cuts, etc). The California Community College system, also the largest in the world, avoided furloughs with other measures for the time being. State employees have been dealt the same hand - furloughs. It's the same across the country.
Unfortunately, this is a common situation around the world now, no matter what it is called.
