(to) hold at risk
din engleză în română
Altele
Militar/Apărare
Este un termen pe care l-am întîlnit doar în texte cu subiect militar. De ex.:
1. These offensive forces should be designed to hold at risk the facilities that Iran would need to launch a strategic attack...
2. EMP is one of a small number of threats that may hold at risk the continued existence of today's U.S. civil society.

: Nu cred că este aceeași situație aici... Cred că este vorba despre un termen militar. Iar despre a oferi/etala... nu îmi dau seama la ce v-ați gândit, mie mi se pare că nu prea au sens aici.

"The U.S. should deploy a visible deterrent, including overwhelming nuclear forces near Iran, on surface ships, aircraft, or permanent bases. These offensive forces should be designed to hold at risk the facilities that Iran would need to launch a strategic attack, thereby making any such attack by Iran likely to fail."

Scopul pt "hold at risk" este de a descuraja actiunea atunci cand adversarul intelege riscul

The possibility of a future hostile, aggressive Russia with substantial nuclear forces continues to place the most stressful demands on the prospective U.S. strategic nuclear posture. Current U.S. policy on deterring this kind of Russia (a strong Russia gone bad) means being able to ***hold at risk*** those targets that the United States believes a potentially hostile Russian leadership would value. Historically, implementing the ***hold-at-risk*** doctrine has meant meeting a high standard of target destruction in four categories: (1) nuclear forces, (2) other military forces, (3) economic and industrial targets, and (4) leadership and command, control, communications, and intelligence (C3I) assets. Because being able to hold at risk Russia’s strategic forces is only one part of the strategy, further reductions in Russian nuclear forces would probably not yield further significant reductions in U.S. nuclear requirements regarding Russia.
