how long did s/he study?
what does s/he hold the degree in?

without any additional info I suggest using the Bachelor degree as this is the first academic degree you can get. But if its a certified translation, afaik you are not allowed to translate degrees, so just use sth like "first university degree in xyz".

Master of Education (M.Ed.)

"Gradul I" is the highest degree an already certified Romanian teacher can get, no matter if he is a kindergarten or primary/secondary/etc. school teacher. I suggest M.Ed. as I found out it's a master's degree for all certified educators.
