Please see this post. There is no setup file (at least for Windows): what you should download is a ZIP, to be extracted to a suitable location on your hard drive. The download link may not be functional any longer, it was hosted on someone’s OneDrive account. That’s what you (may) get with abandonware...

I'm not sure which file you are talking about, but this link downloads the ZIP file (just verified):

The file is HSTMXEditor_8_0_1_win_x86_JRE.zip (112 Mo for the Win 64 bits version... See more

The file is HSTMXEditor_8_0_1_win_x86_JRE.zip (112 Mo for the Win 64 bits version). But you have also links for Linux and Mac (not tried). Just find the good one for you.

After unzipping you just have to launch the Heartsome TMX Editor.exe (Win version) in the folder where you unzipped the file.
