In der Regel sind die Dateien in Abschnitte oder Absätze gegliedert; derartige Elemente bleiben in der Regel Englisch, denn das Dateigerüst ist im Allgemeinen in englischer Sprache aufgebaut.

Der folgende Link enthält ein Beispiel zu so einer Datei mit dem <header>-Eintrag: http://www.ibm.com/developerworks/library/x-localis3/
Das Beispiel bezieht sich auf eine derartige TMX-Datei.

Ansonsten würde ich eher 'Kopfzeile' wählen.
