This is under the income related expenses (Werbunbgskosten) on a calculation of taxable income. What does bei Behinderung mean here?

agree Sabine Odinga : nothing to to with converting a car and also true for mentally disabled people (they either have public transport for free and if not possible, expenses for a car ride are taxable in Germany

agree Ricki Farn : doesn't even have to be converted - if you can't climb on the tram, they'll pay so you can use a car (in some cities trams and even buses have really high steps at the doors)
