Here is the context:

Pääasiallinen syy on ................ maasto-olosuhteet, jotka joudutaan kiertämään ratalinjauksen pystygeometriavaatimusten vuoksi.

So:

The main reason is the terrain ............... , which would have to be bypassed, owing to the vertical geometric requirements of the rail track route

Does that make any sense?

See usage in attached Wikipedia entry. This seems like pretty obvious mimicry of this English term.
