Die ganzheitliche Umsetzung des Arbeits- und Gesundheitsschutzes hat einen hohen Stellenwert bei der Z GmbH und etwaige Missstände werden unverzüglich abgestellt.

I have not fiddled around with the hyphenation and punctuation one bit and am also enquiring about the terminological differences here.

I think you got it backwards If the context were existing law, the author would specifically say so. (E.g. die "gesetzlichen" Arbeitssicherheits- und Gesundheitsvorschriften").

The word "Occupational" or a similar term is neede The word "Occupational" or a similar term is absolutely required. Omitting it is very unidiomatic, and fails to translate the author, who wrote "Arbeitsschutz" etc. Even in the far out case where the author might be referring to the governmental OSH regulations as interpreted by the Company, "occupational" would be required -- indeed desirable so as to distinguish from an insurance context or the like.

In-house doesn't correspond to reality. I have translated hundreds of documents with OSH content, and I have never worked for nor have I hardly ever heard of a company that had or discussed in-house OSH rules and policies. If the context were in-house, the author would specifically say so. (E.g. "die Arbeitssicherheits- und Gesundheitsvorschriften und -richtlinien des Unternehmens".) Moreover, the context would not be general but narrow, e.g. w.r.t. privacy, or Covid-19, etc. Otherwise the likelihood is 100% that the legal constraints are the subject.

Hyphen? I assumed Vorschriften doesn't qualify Arbeitsschutz, but if there's a hyphen, that would change things.

This is by no means clear-cut ... ... because "-vorschriften" might also encompass (more specific) in-house H&S policies and procedures, which you seem to refer to as "regulations", that complement applicable legislation. If it were to include both aspects, I wouldn't use just "regulations" in a translation targeting a UK audience.

"Vorschriften" is quite broad. "Vorschriften" is quite broad. It means not just "The regulations according to applicable law" but also "The provisions of applicable law" itself.
It is common for authors in English to abbreviate this by writing just "Regulations". But more rigorously, Arbeitsschutz- und Arbeitssicherheitsvorschriften means "the occupational safety and health provisions of applicable law, and the regulations according to such applicable law".

The standard UK wording is either "Health and safety at work" or "Occupational health and safety. Together with "Policy" or "Regulation", depending on whether this refers to the company's own policy or government regulations.

I read the entire context differently from you. Also I rely on very extensive experience in translating such materials. To me, Vorschriften here are the provisions of applicable law, and the regulations according to such applicable law.

Health and safety policies and procedures

Arbeitssicherheit = Geschütztsein vor Gefahr oder Schaden während der Arbeit (https://www.duden.de/rechtschreibung/Arbeitssicherheit)

Arbeitsschutz =
[gesetzlicher] Schutz der Arbeitnehmer[innen] gegen Gefährdungen, die bei ihrer beruflichen Tätigkeit auftreten können (https://www.duden.de/rechtschreibung/Arbeitsschutz).

Therefore Arbeitssicherheit and Arbeitsschutz are similar in German, both are covered by Health and safety in English.

Where the ST terms differ is in the added “-vorschriften” for the second term (Arbeitssicherheitsvorschriften), which puts the emphasis on regulations or procedures, whereas Arbeitsschutz without “-vorschriften” is perhaps meant more in a sense of policies.
