If you say that something is "commonly used" (in the present tense), is it not already understood that such use is "ongoing." As a former writing instructor (of the University of Miami), I'm not convinced that including both ideas in such a phrase is an example of concision/succinctness in writing. In this context, "commonly used" would appear to suffice. :-)
