El programa de produccion para el 2005, esta cargado en este momento tentativo ya con el incremento de rate, las nuevas estructuras para los modelos nuevos estaran cargadas en la semana fiscal 38

I'd thought "the program for 2005 is complete..." but I'm starting to have doubts, any better ideas?

As Yolanda has just added above as a note. Production in a manufacturing plant is usually scheduled in advance. When machines or production lines are used, 'loads' are usually placed on machines. This was my first thought, but reading the phrase again, this wouldn't make sense. It would be better to use 'planned' or 'scheduled'.

The phrase might read:

"Currently, the Production Plan for 2005 is planned provisionally [tentativo] due to the rate increase/increase in rate; the new structures for the new models will be planned in Tax Week 38..."

No me convence la última parte, " las nuevas estructuras para los modelos nuevos"; quizá exista una palabra específica para estas nuevas estructuras, pero no me ocurre ahora mismo. Creo que esta traducción te sirvará.

I suggest this option if this refers to a table where all the information is filled in.

I think the idea is that the program has been filled in, including the supposed rise in the rate.
