I don't think awareness really works in this context, since the problem is not that people are unaware of their tax obligations, but rather of the consequences of tax evasion for society at large. I'd appreciate help in reworking the sentence.

People (in Spain do not have much) regard for (their tax obligations)

Another couple of ideas. I think this is what "concienciación" means; as you say, it is not that people do not realise that they have to pay taxes, but that they do not pay much attention to it: such obligations are not at the forefront of their awareness. So I think "not taking seriously" or "not having much regard for" puts us in the right area.
It is tempting, since this is explicitly an ethical issue, to relate "concienciación" to "conciencia" in the sense of conscience: i.e., people are not very conscientious about their tax obligations. I would be interested to know whether any Spanish native speakers regard this as a legitimate interpretation, but I think that although it fits the context well it would be an inaccurate rendering of "concienciación".
