As for "outbreak," this is often used in regards to disease (e.g., an outbreak of bird flu), and may not be as appropriate as "population explosion" in this particular context.

This is exactly how I understand it, as well. I agree; it's poorly phrased. Even in English, I prefer to include something like "in regards to the likely/probable population explosion" ("slightly too long, perhaps, but somethig like that" as you suggest).
