deep sea diving suit
Explanation:
I think Maya is right about the meaning of нормобарический, but I think the term "armor" might be more antiquated. When I googled it on English sites, I got mostly historical references to "diving armor". My Russian-English Military Dictionary (Kostrov) has "diving suit" or "pressurized suit" for just plain скафандр, so given the specificity of нормобарический, "deep sea diving suit" seems appropriate and is also used in many sources, including diving equipment companies' sites. Finally, in English, the word "normobaric" seesm to be paired only with "oxygen".

agree  Will Matter: 'pressurized (hyperbaric) deep sea diving suit' is another, less elegant way to put it.
