Wearing course:
the uppermost pavement layer forming the surface of the pavement that is exposed to traffic and environmental conditions. The pavement layer in direct contact with traffic loads. Sometimes "wearing course" is used interchangeably with "surface course" and sometimes it is used to mean the top portion of the surface course. It is meant to take the brunt of traffic wear and can be removed and replaced as it becomes worn.
