Interesting really... I think "special coordindation..." (調整) originally was probably meant to invest in projects in a flexiable way (therefore, such a vague, poorly defined name...)... But what else is more important than "research activities" (and staffing) itself in science/tech research!? So, it ended up being poorly named, after having gone official. Just my guess, though... and thanks for asking this question, because it reminded me to fix something...
