The context is a turbomachine low-pressure shaft. Is this simply 'rotatably connects'? Or does it fix the rotation between the two?

or "couple rotationally", or "lock rotationally".
The simplest device of this type is a splined coupling (see reference): the two parts are coupled rotationally (and thus can only rotate together) but not axially (so they can move one versus the other lengthwise).

clamp rotationally

- rather than 'rotatably' and, splitting the infinitive to irk translation agency nit-pickers, 'to rotationally clamp'.
Example sentence:

I understand this to mean that the "armature" is forced by the "manchon d’accouplement" to rotate together with "l’arbre basse pression et le tronçon d’arbre". In other words, they can rotate together but not independently of each other.
