In addition to the usual facilities, the 5 stars hotel also runs an extensive programme of activities including traditional 'cave' meals.

This hotel is located in Petra, Jordan. Does it mean to have meals inside caves?

I should add that the reason I suggested 'dining in a cave' is because of the context - a service offered by a five-star hotel. So I tried to offer a suggestion that would make it clear that this is not some kind of picnic-like activity. Sorry for not explaining that at the start.
As to 'serving as a restaurant' - well, 'dining' on it's own would also serve to suggest a certain elegance.

agree Will Matter : There is a rather nice one at the Hotel San Michele in Capri (Naples, Napoli) overlooking the Bay of Naples. Restaurant, that is.

meals inside caves

I think, there is hardly any other possible meaning of the cave meals in this context.

agree Suzan Hamer : but not with spelunking. Petra is an ancient city carved from sandstone cliffs. Some of the buildings are cave-like vaults. I would suppose the meals would be eaten inside one of the "cave"-buildings.
