A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).
Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.
When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

もし逆意の文があるのなら、「with this being said」は「(but) having said that」に近い意味、つまり「そうは言っても」「それでもやはり」になると思います。例えば「実際の医療現場は慢性的な人手不足である」“そうは言っても”、我々は積極的に患者。。。。など。
もしこのセンテンスを肯定またはその条件をうたう文章が直前にあるなら「これを前提に」という訳がいいのではないでしょうか。

ただしそれは本当に自分が強調したいことではありません。ほんとうにいいたいことがらがこの with this being said のあとに来るわけです。私の二番目の訳例では__のところに、あなたの文例の前の部分がくるわけです(この部分はあなたは示していませんが)。
これは however, nevertheless, but とほぼおなじものと考えてよいと思います。
