"directive" is a legal device used by the EU to establish policies at the European level to be incorporated into the laws of the Member States;

"normatívny (právny) akt" is one of the sources of law, the others being (international) treaties, precedents, legal customs (as in the common law) and other forms (priviledges, etc.), to put it bluntly, normatívny akt is a generic notion for all kinds of legal documents which set forth rules governing a particular kind of activity (they include the constitution, constitutional acts, treaties, statutes, government decrees, generally binding legal regulations (ordinances, decrees, etc.), the President´s decisions, the Supreme court decisions, etc.
Nonetheless, in your sentence, the "normatívní akty" are interní normativní akty of the employer, i.e. "acts" issued by the employer, applicable only within that company, nowhere else, namely: rules of work procedure, rules on safety and health at work, wage regulations, etc. therefore "rules" (because "regulations" precede the term), as far as I know, companies issue rules and regulations, there are also policies and guidelines, but these are a bit special;
