Between 1999 and 2006, the number of self-employed people fell by 6.5 million to about 25 million. Business owners blamed the decline on high overhead costs that are primarily the result of the controversial management fee levied.

报道中说,全国个体工商户到2006年6月底已下降为2500万户,同1999年相比减少约650万户。个体工商管理费收费过高,管理混乱是造成个体户速减的根本原因。

这里“self-employed people” 就是“个体工商户”,俗称“个体户”;个体户管理费叫做“management fee”。
