What does it mean if something is in contravention of both legal and "nenligjore" norms? Or if someone has not broken the law (ligj) but has violated "aktet nenligjore"?

An example in the text of an "akt nenligjor" is a VKM (Decision of the Council of Ministers).

It is somewhere further down the legal hierarchy than an actual law, but I am struggling to think of an equivalent word in English.

Sublegal acts/Bylaws

"Akte nënligjore'' imply all acts in function of implementing a specific Law, in terms of the so'called Hierarchy-Ranking of legal acts

When "akte ligjore dhe nënligjore'' is used together, legislation would also be an alternative term.

substatutory

Depending on the particular acts, you could call them normative acts, secondary legislation, decrees, orders, but the specific term is "substatutory acts" per the Albanian Constitution (OSCE translation) and other official sources.
