What does it mean if something is in contravention of both legal and "nenligjore" norms? Or if someone has not broken the law (ligj) but has violated "aktet nenligjore"?
An example in the text of an "akt nenligjor" is a VKM (Decision of the Council of Ministers).
It is somewhere further down the legal hierarchy than an actual law, but I am struggling to think of an equivalent word in English.
