This arrangement parallels delegated or subordinate legislation in the United Kingdom, which is used to relieve pressure on parliamentary time and gives ministers and other authorities the power to regulate administrative details after a law has been passed. (Such regulations are termed statutory instruments). Likewise, in the United States, executive orders are instructions or regulations issued by the President or an administrative authority, as distinct from Acts of Congress.
