It's a play on words as pointed out by Agneta below. The word "nation" appears within the word "donation" while the word "city" appears within the word "generosity" (when pronounced aloud). It's basically a slogan that extols the virtues of giving.

Perhaps not coincidentally, it's similar to "There's no business like show business". It's a hip, catchy, motherhood-n-apple-pie-type phrase that allows problems to be brushed under the carpet.

general slogan I've also seen the longer version "ain't no nation like donation, ain't no city like generosity".

Seems to be used to encourage giving - saw one blog entry that said if you wear a T-shirt with the slogan then you can't really deny a beggar a dime.
