Mijn interpretatie is dat de Acta is geregistreerd in (de secretariaat van) de betreffende departamento. De betrokkene heeft zelf zijn document einddiploma/getuigschrift als ingeniero. Dit zou dienen als bevestiging door de hogeschool ten opzichte van derden dat betrokkene werkelijk is wat hij beweert te zijn.

Comment: "Uw uitleg zit in de buurt, maar ik heb er "getuigschrift van diplomering voor examencommissie" van gemaakt; het onderwerp blijkt al te zijn behandeld in een vorige vraag (SP-EN) http://www.proz.com/?sp=h&id=173139&keyword=titulaci%F3n, waar specifiek de Mexic. toestand wordt uiteengezet. Dit zou denk ik de algemene vertaling zijn. De Mexicaanse situatie ken ik niet. Wat betreft departamento etc. zou dan zijn: de afdeling beroepsopleiding o.i.d.

As far as I understand the Dutch question, there is a process - proceso or trabajo de titulacion - entitling the holder to apply for (aanvragen) and obtain (verkrijgen)a Mex. degree cert. that doubles as proof of both academic- and vocational-stage training. The Mex. application made is called 'expediente de titulacion' inc. production of other documents (birth cert., payment of Uni library charges etc.)
I know, in law, Mexico like Spain has a one-stop paper qual. : 'Abogado por la Universidad Nacional de Mexico' - no need to go on to a specialist vocational training college as in most other Europ. countries. Presumably, communications and electronics are no different.

Eng. equivalent: \'Certificate of completion of vocational-stage training\' - not the same as a Professional Practising Certificate the Span. looks like: extra inhouse training required.
