our alarm and concern that the International Criminal Tribunal for the Former Yugoslavia
(ICTY) is preparing the imposition of counsel upon an unwilling accused, Slobodan
Milosevic.

Explanation:
I think the meaning of counsel in this context is 'consiliere juridica'.
The title of 'counsel' is typical for UK, US and Ireland justice systems.I am not sure the ICTY uses the same system.
If they do, and we are sure that SM refused a counsel (btw a counsel is NOT a lawyer, ie 'consilier juridic') and not the services a counsel offers, then we should translate it as 'impunerea unui consilier juridic'.
