This is in an agreement for an agency to produce a company's annual report. Does "format fermé" just mean the size of the closed report??
Le présent contrat a pour objet de définir les conditions dans lesquelles le CLIENT confie à l'AGENCE, qui accepte, l'ensemble des prestations visées à l'article 3, ayant pour objectif, la conception et la réalisation du rapport annuel présentant les caractéristiques suivantes :

Not sure whether that is what you would call it anything else in English, but what it means is certainly the format of the document when closed as the example below makes clear. I've never come across anything being described in open and closed format, the format is generally understood to mean the format when closed. However, one could have, say a calendar, printed with off-centre stapling.
e.g.
"Grille poche luxe .**Format ouvert 110 x 160 mm. Format fermé 110 x 80 mm** . Assortiments 4 visuels . espace publicitaire : 60 x 90 mm. ..."

Well here is an example of what I hadn't come across, but it is the only one I've managed to ghit.
"2) No. of copies please quote 100 1000 5000 pieces 3) 4 insert: **Open format A4 / closed format A5** 4) Interior - Ins.1 56pag A5 format - INS.2 40pag A5 ..."
