For clarity, the required title can be reworded as "Australian Policy for Language and Literacy". The fact that Australian Sign Language has been included in that policy is besides the point.

No, upon reconsideration, what is meant here is the "Australian Sign Language", which they are talking about, and which has been actually called "Auslan", short for "Australian Language". So I still think my corrected answer is the correct one.

The Australian here is the policy, not the language. There is no such thing as an Australian language, there is only an Australian accent.
