Translation - English The bones of the head: the cranium is located below the head arch and it is divided virtually into two parts. The synesthesia is located deep inside the cranium and the breath of wind* flows inside it (i.e. inside the cranium). The forehead (jibha) lies beneath the cranium, while the cranial bones lie at the top.

A socket is located at the back of the cranial bones; it houses the sphenoid bone which is the root of the spinal cord. That spinal cord - housing the medulla - fits into the socket (mentioned earlier). Such structure enables the horse to turn its head to the right and left directions. Below the forehead lies the nasal bone. On the upper sides lie the eye sockets, and above them lie the ear sockets housing the ears (the organs that perceive sound). The wind** flows inside the ear, beats the ear drums located inside the spiral tube, then ascends to the highest point in the head and echoes in the brain, hence perceived by the mental power of the horse; such power that is characterized by the conception of will-power.

Source text - English Alfala is excited about its co-ownership of the great stallion Phaaros. He descends in female line from the celebrated Bint Yamama line of Prince Mohammed Ali, through the beautiful mare Maaroufa. This famous line is of the Jellabi strain of Ali Pasha Sherif, from Waziria, from Abbas Pasha's stud. The charm and quality of the Bint Yamama line has always been admired. The look of her line is one of graceful body curves in silhouette with very swan like neck. Commissioner Ferrero-Waldner pledges €436 million to Palestinians at Gaza donor summit, attends opening of Arab League foreign ministers meeting, signs agreement with Minister of Transport and co-hosts Euro-Arab cultural event with Amr Moussa.
Mrs Ferrero-Waldner, in charge of External Relations and European Neighbourhood Policy at the European Commission, had a busy two-day schedule in Egypt on 2 and 3 March, following her participation in the Conference in Support of the Palestinian Economy for the Reconstruction of Gaza, at Sharm el Sheikh. The Commissioner held a series of meetings with senior government ministers in Cairo, attended the opening of the Arab League meeting of foreign ministers, signed an agreement to provide EU support to the transport sector, delivered a keynote speech, and co-hosted an evening of Euro-Arab music alongside Arab League Secretary General Amr Moussa to mark the first anniversary of the EU-Arab League Communique on co-operation, signed in 2008 in Malta.
The Gaza donor conference, co-chaired by Egypt and Norway and inaugurated by President Mubarak, was attended by leaders and ministers from over 80 countries and organisatons, including members of the Quartet for the Middle East Peace Process: UN Secretary General Ban Ki-Moon, US Secretary of State Clinton, Russia Foreign Minister Lavrov, EU HRSG Solana and Czech Foreign Minister Schwarzenberg; and representatives of all international donors to the Palestinians. The Commission’s pledge of €436 million is earmarked for humanitarian aid and early recovery of the Gaza Strip. The European Commission also pledged to continue supporting the Palestinian Authority in the implementation of the overall Palestinian Reform and Development Plan as well as UNRWA’s programmes for the benefit of the Palestine Refugees.
Commissioner Ferrero-Waldner said at the conference: "Our priority today is to adequately respond to the disastrous humanitarian situation in Gaza. By offering a substantial aid package we confirm our generosity and commitment towards the Palestinians. In Gaza, we will dedicate part of our assistance to early recovery after the conflict at the beginning of the year, notably for urgently needed removal of rubble and unexploded ordinance and for providing assistance for traumatised children. It will also support a “cash for work” scheme, as well as small repairs of those shelters that were damaged during the military attack." "But the crucial problem at the moment,” she pointed out, “is not related to funding but to access. In the aftermath of the crisis, a clear priority remains the immediate and unconditional reopening of all Gaza crossings on a regular and predictable basis, for the flow of humanitarian and commercial goods as well as people."
In Cairo, Mrs Ferrero-Waldner delivered a keynote speech to an audience of officials, diplomats, business representatives and civil society in the presence of Transport Minister Mohamed Mansour, with whom she signed a eur 80 million budget support grant agreement for the transport sector in Egypt.
“Egypt has played a consistently important role in establishing peace and security in a region faced with profound challenges. Which is why the EU has been honoured by Egypt’s request made at the Association Council in April 2008 for enhanced relations. We believe this is appropriate. And when the next Association Council is held in April this year, the EU Member States will be signalling their positive support for an examination of the specific areas in which we can expand our partnership,” the Commissioner said.
Commissioner Ferrero-Waldner was invited by Arab League Secretary General Amr Moussa to join him in the opening session of the council of foreign ministers on 3 March. She addressed the ministers on the subject of growing cooperation between the EU and the Arab League, formalised a year ago in Malta when EU and Arab League foreign ministers met and set their seal on a Communiqué pledging dialogue and cooperation. She also signed a memorandum with Amr Moussa to establish an early warning and crisis response mechanism with the support of the European Commission.. In the evening at Cairo’s Opera House the EU official co-hosted an Evening of Euro-Arab Music with Amr Moussa and the Anna Lindh Foundation’s director Andreu Claret.

it seems to be flinging itself on the back of one mare after
another. But somehow, every single one evades it, and
it is for this reason that, in its soul, the horse
is always raging. Its irrepressible into a spiraling motion
that repeatedly interrupts its own scenting of a
promising new track. The Arabian horse experiences
space almost as if the landscape were itself another
living body. It must be able to spot the danger of yellow
beneath its feet, to avoid it so as to come to no harm.
And that is why its soul is without doubt blue. Blue, so
as to rear up as distinctly as possible against those
sunlit paths. And, as it flees, it seems to the horse
that the landscape brushes against it. In its
transparency its blueness thus becomes striped with
yellow; and, in its contentment, the horse will
gallop up and down, returning again and again to its
own traces. Dust billows up in its wake, and it seems to

He who is a match for the horse has a soaring
blue spirit. The world circling around him has the white

contemplates its colours and, to his eye, they are

في هبوط سطحها وارتفاعه. فعثراته وهو يخطو فوق سطح الأرض الآخذ في الارتفاع يشبه وثبه على الفرس تلو الأخرى لينزو عليها. ولكن تتمكن كل فرس من مراوغته بطريقة ما مما يثير غضبا مستمرا في نفسه. فيهتاج ويدور حول نفسه (بطريقة يستحيل معها السيطرة عليها) فتفقده القدرة على اقتفاء أثر درب جديد واعد.

The European Commission has set out its proposals for a comprehensive and ambitious new global agreement to tackle climate change and how it could be financed. The new pact is due to be concluded at the Copenhagen UN climate conference in December. In order to keep temperature increase below 2°C, developing countries will require substantially higher funding from the developed world and multilateral institutions to help them shoulder their contribution to addressing climate change. The Commission’s proposals include the creation of an OECD-wide carbon market by 2015 and of innovative international funding sources based on countries' emissions and ability to pay.
Environment Commissioner Stavros Dimas said: “Tackling the causes and impacts of climate change will require significant private and public investment over coming decades, though these investments will cost far less than letting climate change continue its destructive course. The European Economic Recovery Plan and similar measures being taken around the world to address the economic crisis are a chance to advance the low-carbon investment needed and stimulate growth, innovation and job creation at the same time. However, further financing solutions will be vital for getting agreement in Copenhagen. Today’s Communication makes a key contribution by putting forward a comprehensive set of proposals for scaling up finance and investment.”
To face this reality, the European Commission set its proposals for Copenhagen, which are to reduce global emissions by 50% by 2050, with developed countries taking the lead to cut their collective emissions by 30% by 2020.
Main elements of the Commission proposals are:
To reduce emissions, global net additional investment may need to rise to around €175 billion per year in 2020 according to independent estimates. More than half of this will be needed in developing countries. Up to 2020 the bulk of actions in these countries will have low costs - or even benefits - and should be financed domestically. International financial support for actions exceeding a country’s domestic capabilities should come from sources including public funds and international carbon crediting mechanisms.
The Copenhagen agreement should also provide a framework to help countries adapt to inevitable climate change. All developed and developing countries should be required to elaborate national adaptation strategies. Support for adaptation should be provided to the most vulnerable Least Developed Countries and small island developing states.
The EU should explore potential innovative sources of international funding based on the polluter pays principle and the ability to pay. EU Member States could also use part of their future revenues from auctioning allowances under the EU Emissions Trading System to support developing countries.

قدمت المفوضية الأوروبية عرضها بشأن اتفاق جديد شامل وطموح لمعالجة تغيّر المناخ وكيفية تمويل هذا الاتفاق. ومن المفترض إقرار الميثاق الجديد في إطار مناخ مؤتمر الأمم المتحدة المنعقد في كوبنهاجن في شهر ديسمبر/ كانون الأول. ومن أجل التحكم في ارتفاع درجة الحرارة لاقل من درجتين مئويتين، تحتاج الدول النامية إلى تمويل أكثر من الدول المتقدمة والمؤسسات متعددة الأطراف، حتى تستطيع أن تتحمل عبء مساهمتها في معالجة مشكلة تغّير المناخ. يتضمن اقتراح المفوضية إنشاء سوق كاربون على مستوى الدول الأعضاء في المنظمة الأوروبية للتعاون والتنمية (OECD) بحلول عام 2015، وإيجاد مصادر تمويل مبتكرة بحسب انبعاثات الكربون في كل بلد وقدرات كل البلد على الدفع. صرح السيد سافروس ديماس المفوض لشئون البيئة قائلا: "إن معالجة أسباب تغيّر المناخ وأثره يتطلب استثمارا كبيرا على المستويين العام والخاص في العقود القادمة، حتى إن هذه الاستثمارات ستتكلف أقل كثيرا عمّا إذا تركنا تغيّر المناخ يستمر في طريقه المدمر". إن تدخل خطة الانتعاش الاقتصادي الأوروبية وتدابير أخرى حول العالم في معالجة الأزمة الاقتصادية لهي فرصة من أجل دفع الاستثمار في خفض نسبة الكاربون إلى الأمام، وتحفيز النمو والابتكار وتوفير الوظائف في ذات الوقت. إلا أنه يتعين إيجاد حلول مالية أخرى ضرورية من أجل إقرار الاتفاق في كوبنهاجن. إن الاتصالات التي تجرى اليوم تسهم بشكل أساسي في تقديم مجموعة متكاملة من الاقتراحات من أجل زيادة التمويل والاستثمار."
وحتى نواجه هذه الحقيقة، فقد أعدت المفوضية الأوروبية عرضها من أجل مؤتمر كوبنهاجن واقترحت فيه خفض الانبعاثات على مستوى العالم بنسبة 50% بحلول عام 2050، وعلى الدول المتقدمة أن تأتي في الصدارة في هذا الصدد وتخفض إجمالي إنبعاثاتها إلى 30% بحلول عام 2020.
تتمثل عناصر مقترحات المفوضية في الآتي:
خفض الانبعاثات، قد يزيد صافي الاستثمار الإضافي حول العالم إلى 175 مليار يورو سنويا مع حلول عام 2020 طبقا للتقديرات المستقلة. وسنحتاج إلى أكثر من نصف هذا المبلغ من أجل الدول النامية. فحتى عام 2020 ستنخفض تكلفة مجموعة الأعمال واستحقاقاتها كما يجب أن تمول محليا. ينبغي أن يأتي الدعم المادي الدولي للإجراءات التي تفوق الطاقة المحلية لبلد ما من مصادر أخرى من ضمنها التمويل العام وآليات الائتمان الدولية الخاصة بالكربون. أيضا ينبغي أن يوفر اتفاق كوبنهاجن إطار عمل من أجل مساعدة الدول على التأقلم على تغيّر المناخ الحتمي. وعلى كافة الدول، نامية كانت أو متقدمة، أن تقدم استراتيجيات محلية مدروسة من أجل التأقلم. يجب أن يوجَّه الدعم من أجل التأقلم إلى أقل البلدان نموا والدول الجزرية الصغيرة النامية. يتعين على الاتحاد الأوروبي أن يكتشف مصادر مبتكرة ممكنة للتمويل الدولي تستند على مبدأ: الملوث يدفع، وقدرة الملوث على الدفع. أيضا بإمكان الدول الأعضاء في الاتحاد الأوروبي الاستفادة من جزء من الأرباح المستقبلية لمخصصات المزادات التي يديرها نظام الاتجار برخص إطلاق الانبعاثات التابع للاتحاد الأوروبي لدعم الدول النامية.

The EU and the Euro-Arab Mashreq Gas Co-operation Centre (EAMGCC) held a two day Round Table on energy tariffs and investment, for senior government officials in the Middle East and North Africa (MENA) region.
Inaugurating the round table Petroleum Minister Sameh Fahmy
stated: “As a major energy producer and exporter we aim to lead by example in adopting policies that provide for the efficient exploitation of our resources to the benefit of all Egyptians. Given the current dire global economic situation this Round Table comes at the right time to help governments in the region find the best way forward for developing the energy sector.”
Head of the Delegation Klaus Ebermann noted: “The EU is firmly committed to developing energy markets in Egypt and throughout the MENA region. This important event provides a valuable forum for policy makers, donors and investors to exchange views on a subject that is crucial to future economic development, both for the region and for the EU.”
Speakers included senior officials from the European Commission, international financial institutions, MENA governments and from the oil and gas industry. They presented the latest thinking on designing effective energy policies, as well as valuable practical examples of how countries in the region are implementing energy reforms.
The Round Table was organised by the Euro-Arab Mashreq Gas Co-operation Centre, a regional organisation that was set up in January 2006 to promote the development of gas markets in Egypt, Iraq, Jordan, Lebanon, Syria and Turkey, and to strengthen their links to EU markets. It is funded by a 6 million euro grant from the EU and 1 million euros from the governments of Egypt, Jordan, Lebanon and Syria.

افتتح المائدة المستديرة السيد سامح فهمي وزير البترول وصرح قائلا: " باعتبارنا منتج ومصدر هام للطاقة، نحن نهدف إلى وضع مثال لتنبي سياسات استغلال مصادرنا بكفاءة حتى تعم الفائدة على كل المصريين. وبناءا على الوضع المتأزم للاقتصاد العالمي الحالي، تأتي المائدة المستديرة في الوقت المناسب لمساعدة حكومات المنطقة على العثور على أفضل طريق يدفع بتنمية قطاع الطاقة إلى الأمام."
وفي ملاحظة لرئيس الوفد السيد كلاوس ابرمان، قال : "إن الاتحاد الأوروبي ملتزم التزامًا شديدا تجاه تنمية أسواق الطاقة في مصر وعلى مستوى منطقة الشرق الوسط وشمال أفريقيا". إن هذا الحدث الهام لهو بمثابة منتدى ذا قيمة لصنّاع السياسة والجهات المانحة والمستثمرين يتبادلون فيها وجهات النظر حول الموضوع الذي يعتبر بالغ الأهمية لمستقبل التنمية الاقتصادية للاتحاد الأوروبي والمنطقة."
كان من بين المتحدثين مسئولين كبار من المفوضية الأوروبية والمؤسسات المالية الدولية وحكومات منطقة الشرق الأوسط وشمال أفريقيا وصناعة الغاز والبترول. قدم هؤلاء الأشخاص آخر ما توصلوا إليه من سياسات الطاقة الفعّالة الموضوعة، إضافة إلى أمثلة عملية قيّمة حول كيفية تنفيذ دول المنطقة لأشكال إصلاح الطاقة.
نظم المركز الأوروبي العربي المشرقي للتعاون في قطاع الغاز المائدة المستديرة هذه، وهو منظمة إقليمية أسست في يناير/ كانون الثاني عام 2006 لتعزيز تنمية أسواق الغاز في مصر والأردن والعراق ولبنان وسوريا وتركيا، ومن أجل توطيد الروابط مع أسواق الاتحاد الأوروبي. يموَل هذا المركز بمنحة قدرها 6 مليون يورو مقدمة من الاتحاد الأوروبي و1 مليون يورو مقدمة من حكومات مصر والأردن والعراق ولبنان وسوريا.
