Вы правы- Fendering как "установка кранцев" более распространена сегодня. Но по логике, если "to fend off"-можно перевести как отталкиваться (push off), то fendering можно будет перевести (грубо) как отталкивание.
В любом случае я предложила использовать вариант To reduce the ship's impact (...) fenders are provided.
Глагол to cushion не используется в современном кораблестроении, лучше использовать absorb.
