What I did:

Therefore an incentive system should not only use patents that secure high profits for innovators, as long as the patients have enough buying power and can mobilise insurance.

I simply said "incentive system" but am not sure about this and the entire sentence actually, what exactly it is saying. Should "denn" not be "den"?

"Therefore an incentive should not be confined to patents that secure high profits for innovators, IF the patients have enough buying power and can mobilise insurance." That will shrink the potential for the innovators. They will then need another incentive to do what they do.

"Anreizsystem" is a general business term, "sofern denn" a slightly outdated form of "sofern", "falls", etc. Besides, the "Anreizsystem" is not using anything. Notice the "als"?

Pharmaceuticals? Can you please try and explain where the "pharmaceutical" comes from? I always wondered why LSPs keep sending me contracts to translate labelled a medical and/or pharmaceutical, just because one of the parties in the contract was a pharmaceutical company an I was convinced that translators would not do it. It seems that I have been wrong.

@ Markus "den" instead of "denn" is neither grammatically correct nor would it make sense.
