I am looking for a good way to translate 'les Etats généraux du paysage' in the passage below. I imagine they are talking about the heads of local government throughout France, or a particular region of France. I am just translating a list of planning/development workshops etc., and sadly no further info on this particular one.

Les Etats généraux du paysage se réuniront à Paris, dans l'enceinte du Conseil économique et social, pour une journée d'études sur le thème "Protégeons et aménageons ensemble le paysage".
