Explanation:
Assuming that the "million"s aren't just added for rhetorical effect, and an actual number is intended, this is it.

The "^27" is meant to indicate a superscript 27.

You could also write a 1 with 27 zeroes after it, if you had time.

Note: in UK English, a billion used to be a million million, a trillion was a million billion (i.e. a million million million), etc. In the US a billion is a thousand million, then a trillion is a thousand thousand million (i.e. a million million), etc.

A few years ago now, the UK changed over to the US system; so I suspect this rather longwinded formulation is intended to avoid any confusion between the old and new systems.
