this and 'handhavingregime' are the same; 'handhavingregime' is a misspelling. Also, having now looked at the suggestions for the latter term, it could be that 'enforcement program' is a reasonable translation if it fits the context. (enforcement in the sense of maintaining compliance).

Iit's a bit hard to be sure without any context. As you can surely see from van Dale, 'handhaven' = 'maintain' and 'regime' (in what would be likely here) is 'regimen', but that word is usually not often used in a bus/financial context -- thus 'program'.
