This is a phrase in a CV for somebody who has been an officer in the French Navy, worked at Medef (French Business Confederation) and done various other line management jobs. The full sentence is "Engagé et créatif, j'apprécie la feuille blanche et suis force de proposition".

Does it mean the same as 'carte blanche', or does it have the sense of starting a job from scratch?
