I'd like to know the exact meaning of "national products" written in the following sentence:

- The rust preventive agent will be equivalent of those specificed in .... standard.
Unless otherwise specified, the national products will be used.

I thought the above "national products" means "domestic products".
Do you think my interpretation is appropriate?
