الزميلة الفاضلة
في النص المرفق الذي تترجمينه، وردت كلمة سرقة عدة مرات، ووردت أيضًا كلمة استجرار، إذا يجب أن نفرق بين كلمة سرقة وكلمة استجرار بغرض توخي الدقة والأمانة العلمية، لأن الكاتب لو كان يريد أن يذكر كلمة سرقة هنا، لكان قد ذكرها مثلما فعل في عدة مواقع أخرى.

But to explain the term (regardless if its rightfully used or no)
استجرار
Means when you bring water to your land from a far source.
So it could be "channeling"/"Bringing into" etc

In the context provided, a more-applicable / technical term would be diversion of, or diverting, the waters of the Litani River.

The term "diversion" applies in a legal / diplomatic framework to illegal exploitation or extraordinary circumstances or intended results.
