"For government/non profit organizations, please use your non-pass-through-budget."

I have the following definition: The term “non-pass-through budget” is used instead of revenue for government and educational firms. These industries do not directly generate revenue through sale of products or services so in that case the budget will be captured as revenue of the organization. The non-pass-through budget is the expenditure in these industries to run their business activity.

In spite of deep research, I can't find a satisfying translation in French.

I do not understand the definition you provide. On the one hand, the term is described as a substitute for 'revenue' (recettes). On the other hand, it is described as 'expenditures' (dépenses). Or am I not well into my day?

Haría falta un poco más de contexto, pero aún así, lo de "non-pass-through budget", en mi opinión, vos lo podés decir como "fondo no transferible/intransferible/no distribuible".
