(Ajuste en) Habitación

Spanish to English Bus/Financial Law: Taxation & Customs Tax regulations, Mexico/Spain....
From Mexican tax regulations. I'm not sure what "habitación" refers to here, perhaps some sort of allowance for tenants renting their living accommodation? I can't find anything that looks like a reliable translation online, they all look like automatic efforts.

That's what I thought But it might mean some sort of "living allowance", like income support in the UK. The lack of reliable translations of LatAm tax regs is baffling.

Like some kind of bedroom tax? Does it refer to some form of tax payable on certain extra or excess rooms, like the UK bedroom tax for people who claim housing benefit yet have unused bedrooms which are chargeable?; the use of ' exento' and ' gravado' would imply this.
