Source text - English One of the characteristics of many of the hottest debates about environmental issues has been the role of risk and the perception of that risk. If we think of climate change, the Brent Spar fiasco, or the controversy over the potential hazards posed by genetically modified (GM) crops and foods, we can see that the disagreement and doubts over the long-term implications of associated risks have only helped to obscure the decision-making process. The problem of risk is not, however, confined to individual issues, but permeates the whole of environmental regulation, whether by way of analyzing the costs and benefits of taking action against pollution as the Environmental Agency is required by law to do, in assessing whether it is appropriate to clean up a contaminated site, or in determining the appropriate strategy to reduce the threat of climate change. It is hard enough to decide upon individual priorities or policy goals in cases in which the issues are clear, without the additional complexity of factoring in short- and long-term risks that are subject of scientific and non-scientific debate.

Ha a klímaváltozásra, a Brent Spar-féle kudarcra, vagy a génmódosított (GM) termények és élelmiszerek potenciális veszélyeiről folytatott vitákra gondolunk, láthatjuk, hogy a kockázatok hosszú távú felmérésével kapcsolatos nézeteltérések és kételyek csak háttérbe szorították a döntéshozási folyamatot. Ennek ellenére a kockázat problémája nem csak egyedi esetekre vonatkozik, hanem a környezeti szabályozás egészét áthatja, legyen szó akár a szennyezés elleni lépések költségeinek és előnyeinek elemzéséről, amit a Környezetvédelmi Hivatalnak a törvény szerint el kell végeznie annak eldöntéséhez, hogy célszerű-e megtisztítani egy szennyezett területet, vagy a klímaváltozás veszélyeinek csökkentésére alkalmas stratégia meghatározásáról. Meglehetősen nehéz a fontossági sorrend felállítása vagy a politikai célok kitűzése egyértelmű helyzetek esetén is, nem beszélve azoknak a rövid- és hosszú távú kockázatok meghatározásának összetettségéről, amelyek tudományos és laikus körökben egyaránt vitát váltanak ki.

Source text - Hungarian Megvizsgálva az Észak-alföldi Régió adóbevételekhez való hozzájárulásának változását, igazoltam a költségvetési bevételekhez való hozzájárulásának jelentőségét, az adóbefizetések arányának eltérését az országos átlagtól, hiszen az Észak-alföldi Régióban magasabb arányt képvisel a személyi jövedelemadó, mit az általános forgalmi adó. A személyi jövedelemadó bevallásban közölt adatok adóterhet alakító hatásának, annak változásának vizsgálatát is elvégeztem az Észak-alföldi Régióban a mezőgazdasági termeléssel foglalkozó egyéni vállalkozókra vonatkoztatva. Külön kezeltem az összevont adóalap és a vállalkozói tevékenységből származó jövedelem adóvonzatát és az arra ható bevallási adatokat. A vállalkozói jövedelem adóvonzatánál külön kitértem a vállalkozói személyi jövedelemadó és az osztalékadó hatásaira. Kifejtettem, hogy a törvényben meghatározott minimálbérnek nem azonos a hatása a vállalkozói kivétre és a munkabérre. A személyi jövedelemadó bevallásban közölt adatok alapján megyékre jellemző, ezáltal a vállalkozók megyei besorolását determináló tényezőket nem tártam fel, ezzel igazolva, hogy az egységes adórendszer nem okoz erős megyék közötti különbségeket a vállalkozók terheit illetően.
Translation - English After examining the changes in the contribution of the Hungarian North Plain Region to the national tax revenues I demonstrated the importance of contributions to budgetary revenues and the deviation of the local tax payment rate from the national average, as in the Hungarian North Plain Region personal income tax accounts for a higher rate than general turn-over tax. I also conducted an analysis of the effects of the data in personal income tax declarations on tax burden and its changes in the Hungarian North Plain Region with regard to self-employed agriculturists. I dealt separately with taxes deriving from the total taxable income and the income deriving from independent business activity and the data influencing the declaration of the income related to latter. Regarding the income of entrepreneurs I gave special attention to the effects of entrepreneurial personal income tax and capital return tax. I pointed out that the minimum wage defined by the law has a different influence on withdrawals and on wage income. After consulting the data provided by income tax declarations I did not identify any county-specific factors that could justify a county-based classification of entrepreneurs, which proves that a common tax system does not lead to significant differences in entrepreneurial tax burdens between counties.

Source text - Hungarian A terepen vontatott járművek fárasztóvizsgálata számos esetben a valós terepi körülményeknél fellépő hibajelenségektől eltérő meghibásodásokat eredményezett. Ez arra vezethető vissza, hogy az eddig használt vizsgálati módszerek nem, vagy nem elegendő pontossággal modellezik a valóságban is előforduló, járműveket érő erőhatásokat. A terepen vontatott járművekre ható, a szerkezetet károsító hatások megismeréséhez méréssorozatok lefolytatása szükséges. A mérések során nem csak a terepprofilból és a vonóerő igényből adódó stochasztikus eloszlású dinamikus erőhatások regisztrálására kerül sor, hanem a vizsgált területek talajtípusának fizikai tulajdonságai is meghatározásra kerülnek. Ilyen fizikai jellemzők a talaj tömörítettsége és nyírással szemben kifejtett ellenállása. A mérési eredmények felhasználásával létrehozott terepmodellek segítségével lehetőség nyílik a valóságban is előforduló erőviszonyokat jobban megközelítő fárasztóvizsgálati módszer kidolgozására.
Translation - English In several cases, the alternate-stress test of vehicles towed across terrain resulted in failures which were different from malfunctions detected in real terrain conditions. This can be explained by the fact that the testing methods we have used so far do not provide an accurate modeling of the forces acting on vehicles in real life. A series of measurements is necessary in order to reveal all the structure-damaging forces towed vehicles are exposed to. These measurements not only make it possible to record stochastically distributed dynamic forces arising from terrain profile and the required tractive force, but also help to determine the mechanical properties of the types of soil under research, such as soil density and shear resistance. The terrain models based on measurement data enable us to elaborate an alternate-stress method reflecting real conditions more accurately.
