Is 256 dollars a normal price for a certified and notarized translation of a diploma (1 page) and a transcript (3 pages)? To me, this seems to be very expensive. Also, is a certified and or notarized translation that same as a sworn translation?

It's certainly not "very expensive". I'd say it's a mid-range price, depending on the amount of text. Translating diplomas can be surprisingly time-consuming if there's a need to research grading systems in other countries.
Of course, you're also paying a premium for the service of someone who is "sworn", just like you would for any other certified professional.
Why not have a few sworn translators bid on the job? Then you'll know if you have a reasonable price or not.

A notarized translation is the same as a sworn translation. You appear in front of the Notary Public and sign your statement asserting that your translation is accurate, etc.
A certified translation is one where you attach you statement asserting that the translation is accurate, but you don't need a witness to your signature.
