Source text - German Mehr Sicherheit im Pfändertunnel

Im Pfändertunnel werden im Zuge der Instandhaltungsmassnahmen sämtliche Notrufeinrichtungen und das Belüftungssystem im Tunnelinnern erneuert. Aus Sicherheitsgründen werden die Notrufeinrichtungen aus dem Verkehrsraum entfernt und in begehbare Nischen verlegt. Der Tunnel soll der sicherste Tunnel von Österreich werden.
Tagsüber steht der Pfändertunnel dem Verkehr ohne Einschränkung zur Verfügung. Nachts um 19.30 Uhr wird er gesperrt, die Bauarbeiter bringen die Baumaschinen mit Transportfahrzeugen an die Arbeitsstellen zurück. Nach ca. einer Stunde Installationszeit beginnt die eigentliche Arbeit. Um vier Uhr morgens werden die Bauarbeiten wieder eingestellt, die Installationen abgebaut, die Arbeiter "verschwinden" wie Mainzelmännchen, damit pünktlich um 05.30 Uhr der Tunnel wieder dem öffentlichen Verkehr zur Verfügung steht.
Der gut organisierte Auf- und Abbau der Baustelle während 7 Nächten pro Woche hat sich erstaunlich gut eingespielt.
Die grösste Umbaumassnahme im Tunnel ist das Erstellen von 38 Notnischen, welche seitlich in der Tunnelwand eingebaut werden. Eine Arbeitsgemeinschaft von österreichischen Bauunternehmern beauftragte für den Ausbruch der Nischen die im Betonrückbau spezialisierte Schweizerunternehmung Diamantbohr AG.
Die Nischen werden durch den bestehenden Ringbeton und im dahinterliegenden Fels ausgebrochen. Der Ausbruch erfolgt leicht konisch in einer Grösse von ca. 4,5 m Breite, 3,2 m Höhe und 2,5 m Tiefe, mit einer Absenkung von 1 m unter die Fahrbahnhöhe. Das Ausbruchvolumen pro Nische beträgt ca. 40-50 m³ Beton und Fels. Die Schonung der verbleibenden Bausubstanz ist für die Bauherrschaft wichtig. Aus diesem Grunde wird zum Schutz die Fahrbahn im Arbeitsbereich mit einer 3 cm dicken Gummimatte abgedeckt. Mit Diamantsägen werden die Randschnitte der Öffnung sauber eingesägt, weil erfahrungsgemäss die Sanierung von abgeschlagenen Betonkanten nur eine begrenzte Lebensdauer haben. Die Sprengtechnik wurde als Arbeitsmethode ausgeschlossen.
In einer ersten Phase wird der Betonteil mit starken Betonsägen umlaufend und mit exakt angeordneten Teilungsschnitten auf 70 cm Tiefe eingesägt. Die Hauptarbeit erfolgt anschliessend mit funkgesteuerten Elektrobaggern, die das Abbruchmaterial freispitzen. Diese roboterähnlichen Spitzbagger haben den Vorteil, dass sie beweglicher und präziser arbeiten als grosse Baumaschinen.
Mit Überraschungen ist bei solchen Bauwerken immer zu rechnen. So wurden z.B. Betonstärken von bis 2 m anstelle von theoretisch 40 cm angetroffen. Auch das erwartete sandsteinähnliche Gebirge bot mit sedimentartigen Einschlüssen glasharten Widerstand. Um eine effiziente Arbeitsleistung zu erreichen, mussten Spitzhämmer mit verschiedenen Schlagfrequenzen getestet werden.
Nachdem das Profil der Nische freigelegt ist, wird die Schalung mit der Bewehrung eingebaut und ausbetoniert.
Im Endausbau bietet die Nische im Katastrophenfall Schutz für mehrere Personen und stellt die Verbindung zu den Aussenstellen sicher.
Gleichzeitig mit dem Einbau der Nischen werden im oberen Belüftungskanal Korrosionen, Ablagerungen und Schadstoffe abgetragen und die bestehenden Brandklappen durch grössere ersetzt. Das Land Vorarlberg rechnet mit 17 Mio. € Bauwerkkosten.
Am 30. Juni 2002 müssen die Sicherheitsarbeiten abgeschlossen sein und der Tunnel steht der Öffentlichkeit wieder Tag und Nacht zur Verfügung.

Translation - English Greater safety in the “Pfändertunnel”

In the “Pfändertunnel”, as part of the maintenance work, we renewed all the emergency call and ventilation systems inside the tunnel. For reasons of safety, the emergency call system was relocated from the roadway to niches that are safe for pedestrians. This must be the safest tunnel in Austria.
The Pfändertunnel is open to traffic all day, every day. At 7.30 p.m. it is closed and the construction workers bring their machinery in on transporters. The actual work starts after about an hour’s setting-up time. At four in the morning the construction work stops once more, the machines are taken down, the workers “vanish into thin air” and promptly at half past five the tunnel is once more open to traffic. The setting-up and dismantling of the site, 7 nights a week, has proceeded astonishingly well. The largest structural alteration undertaken in the tunnel is the creation of 38 emergency niches in the sides of the tunnel wall. A group of Austrian construction companies entrusted the Swiss specialist in concrete reconstruction, Diamantbohr AG, to cut out the niches. They were cut out through the existing concrete cladding and the solid rock behind it. The cavity is slightly wedge-shaped, 4.5 metres wide, 3.2 metres high and 2.5 metres deep, with the base 1m below the level of the road surface. The volume of material removed from each niche was approximately 40-50 m³. The site owner sets store by the tidiness of the remaining structure. For this reason the roadway was covered with a 3cm thick rubber mat to protect it. The edge cuts of the opening were cleanly made with diamond saws since experience had shown that the reconstruction of concrete edges that have been knocked off has only a limited life. Blasting was out of the question as a method of work. In the first stage the concrete part was sawn all round to a depth of 70 cm with strong concrete saws and accurately positioned parting cuts. The main part of the work then followed, with radio-controlled electrical excavators which drilled the material out. These robot-like jackhammer excavators have the advantage of being more mobile and working more accurately than large construction machines. Works like these always bring surprises. For instance, we came across concrete that was up to 2m thick instead of the theoretical 40cm. Also, the sandstone-like mountain that we expected had quasi-sedimentary inclusions offering the resistance of glass. In order to achieve an efficient work output we had to test jackhammers at different impact frequencies. After the profile of a niche had been exposed the shuttering with the reinforcement was installed and concreted. When completed, the niche offers protection for a number of people in the event of a catastrophe and provides a connection with external services. At the same time as the installation of the niches, corrosion, deposits and noxious matter were removed from the upper ventilation channel and the existing fire flaps were replaced with larger ones. The cost to the Land of Vorarlberg of the engineering work was 17 million euro. The safety work had to be completed by 30th June 2002 and the tunnel is open to traffic both day and night again.
