Я Вам не скажу за всю Оде.. Канаду...:-))
Совсем недавно я "запостил" небольшой топик на форуме по поводу всех этих степеней. Могу однозначно сказать следующее:
- Если этот документ идет на дальнейшую его оценку и сравнение с уровнем местного образования, то в Канаде это только "Kandidat sotsiologicheskih nauk". До тех пор, пока человек не имеет официального письма из оценивающего органа, он не может писать, что у него Ph.D. Если подтверждение есть, тогда можно и Ph.D.
- Если документ для иных целей, то можно и Ph.D.

Всё сказанное ИМХО и, скорее всего, не только для Канады.

agree  Yevgeniy Tamarchenko: Обязательно указать транслитерацию степени помимо перевода, как PhD! В Германии, например, перевод без транслитерации степеней (и даже специальностей), просто не примут.
