Explicaţie: nu prea inteleg din context ce e cu "political", dar scope nu inseamna scop, ci anvergura, arie de intindere, sfera de competenta, capacitati (in dictionare apare intr-adevar si scop printre termenii de la "scope" dar cu mentiunea invechit).
